circuit court

a specific tribunal that possesses the legal authority to hear cases within its own geographical territory.
The following cases are heard in a circuit court: felony trials; civil lawsuits seeking injunctions, equitable relief, or damages in excess of $25,000; domestic relations matters; adoptions; child protection proceedings; juvenile delinquency proceedings; emancipation of minors; waiver of parental consent to an abortion; personal protection orders; name changes; and guardianships or conservatorships arising out of protective proceedings, delinquency proceedings, or domestic relations custody cases.
Each circuit court has superintending control over the district and probate courts in its circuit.
巡回法院(或法庭)
背景知识
在联邦法院系统中，普通法院分为三级，即联邦最高法院、联邦巡回法院和联邦地区法院。巡回法院也称上诉法院，相当于我国的中级法院，但不直接审理一审案件，而地区法院则是联邦法院系统的基层。
巡回法院就是根据地理位置，为方便管理和诉讼而分设在不同区域内的法院。美国联邦法院将全国五十个州划分为十三个审判区域，设有十三个巡回法院，一个巡回法院往往下辖数个地区法院，每个巡回法院负责审理本区内地区法院的上诉。
巡回法院的法官们并非集中办公，而是分散到各辖区法院办公，就地受理、审理上诉案件。联邦系统还有数个专门法院。
所有联邦法院的经费直接来源于联邦政府。所有联邦法院法官的任命权由总统或上级法院的法官行使，不受地方政府的干涉。
